Department of Water Resources Formation Notifications
The local agencies included on the GSA Formation Table have decided to become or form groundwater sustainability agencies (GSAs). The portion of a basin a local agency intends to manage is included as part of its posted GSA formation notice and is shown on the GSA Interactive Map (if a GIS file was provided). Senate Bill (SB) 13 amended numerous Water Code sections related to GSA formation – initially, DWR was limited to posting all notices it received within 15 days of receipt. Starting January 1, 2016, DWR will only post complete GSA formation notices received under Water Code §10723.8. DWR’s GSA formation notification completeness review process is outlined on the following document: GSA Formation Notification Guidelines for Local Agencies
