GSA SGMP Round 2 Grant Updates
State funding for implementing the Sustainable Groundwater Management Act (SGMA)
Under the California Sustainable Groundwater Management Program (SGMP) Round 2 Grant awards, the Department of Water Resources (DWR) awarded $15 million to the Corning, Red Bluff, Los Molinos, and Antelope Subbasins. The 2024-2026 funding supports implementation of the four Groundwater Sustainability Plans (GSPs) and advances critical projects and management actions toward long-term groundwater sustainability. The $15 million grant covers four main activities:
- Grant administration ($1.4 million)
- Implementing the GSPs ($3.9 million), such as annual reports and stakeholder engagement
- Enhancing the monitoring network ($4.4 million) to address data gaps, such as installing wells for domestic well monitoring
- Advancing projects ($5.3 million), including feasibility studies for potential recharge sites and in-lieu surface water opportunities
Funding allocations and implementation were tailored to the specific needs and priorities for each subbasin.

Interactive Online Map
Learn more about your groundwater subbasins and zones of special concern. You can also view wells in the monitoring network with corresponding groundwater information such as groundwater levels, measurable objectives, minimum thresholds, and more.
Enhancing Groundwater Monitoring
The Round 2 grant funded monitoring enhancement efforts to address key data gaps in the Antelope and Corning subbasins. These efforts include installing multi-completion monitoring wells covering different aquifer layers, monitoring sites to assess surface water-groundwater interactions, and equipment for domestic well owners to monitor their wells.
Domestic Well Monitoring Program
The Community Domestic Well Monitoring Program equips volunteer wells with acoustic sensors to track real-time water levels. This allows well owners to monitor their own well efficiency while helping the basin understand domestic water conditions.

Recharge Projects
Managed Aquifer Recharge (MAR) is a key strategy for augmenting groundwater supplies to balance demand. Projects funded under the Round 2 grant explore innovative MAR approaches, including directing excess available surface water—from stormwater, streams, or other sources—into underground aquifers to replenish supplies for the future.
